I'm using a Musicam CDQ 2000.  Is there any way to use this as a phone patch when an ISDN connection is not necessary?

You cannot do this with a CDQ2000 or CDQ1000. Some, but not all, modern codecs have this ability.

This is usually described as support for "G.711" calls.
